While studying International Relations at the University of Brasilia, João discovered a new federal career: social policy analyst.
Interested in the novelty and motivated by the improvement of the Brazilian quality of life, he prepared for the contest and started working, months later, in the Ministry of Social Development, which has a wide range of social initiatives, from Bolsa Família to social protection for the elderly.

Over the course of three years, he went from analyst to technical advisor and, later, deputy head of the agency’s international advisory. Today, João is on leave while pursuing his master’s degree in public policy at the University of Oxford, England.

“When you are in public management, your company, ultimately, is your municipality, your state or your country – and the scale of impact of everything you do or fail to do is something that at the same time challenges, stimulates and gratifies”, sums it up.

What were your responsibilities in practice?


When I left Brasilia to start my master’s degree, my responsibility was to directly advise the Minister on international issues and to coordinate a team of 11 people in charge of a portfolio of various projects.

What was your work routine like?

Quite varied, but all tasks always involved a lot of articulation with a wide range of actors, especially with teams from other internal departments, government agencies, foreign governments and UN agencies. This contributed to the dynamism of the work and to a very accelerated expansion of the network of contacts.

Especially when I started to coordinate the international advisory team, I was also able to experience engagement with quite different projects and themes.

Sometimes, I had to receive a delegation from India in the morning to present the functioning of the Bolsa Família program, participate in a meeting at the Itamaraty to discuss the Brazilian position in the negotiation of the UN Sustainable Development Goals in the afternoon and, in the early evening , sit at the computer to prepare any allowance requested by the Minister.

What do you need to know to work in public management?

For those who have a sense of purpose, the main pro is the feeling of making a difference and contributing to society. And making this contribution does not have to be synonymous with excessive personal sacrifice: it is possible to develop an instigating career in public management, which rewards personal effort and offers fair remuneration.

The cons are the constant challenge of not allowing processes to take priority over results. There is no doubt that in public management the results matter, but the processes are also important because they need to ensure that everything is being done with respect for the law, transparency and participation of society. When the means are so demanding, it is easy to lose sight of the ends, and we have to avoid that all the time.

I apply a lot of what I learned in terms of quantitative analysis. The daily life has less trips than I had in Brasilia. But what I do is go to units – schools and regional boards – to understand the processes at the edge. This is very valuable for the work. Because we come back to work with the data knowing what kind of analysis we should do.
I have 16 people on the team. Who do a lot of operations and have daily management demands that they are dedicated to. I also do a lot of internal meetings with coordinators. And with other departments that want to integrate bases and studies.
Ten percent of the time, I am making external visits and having dialogues with researchers, professors, foundations and startups.

What do you need to know to work in public management?

Among the pros, there is the almost intrinsic motivation of the job. In fact, you hardly have any crisis of conscience – and the lasting organizations, which allow us to structure the work in a way that they have continuity.

Among the cons is the difficulty of accomplishing things, including seemingly simple ones, that hinder or delay processes. It is necessary to know how to deal and make it happen.

There is also the problem of people management. Because there are very few commissioned positions and it is difficult to bring in new people. And there are few initiatives for the work environment to be legal, such as having adequate computers. It is something that affects me little, but I know that there are those who bother a lot.

Now, the biggest myth is that it doesn’t work. The processes take even longer. But it is necessary to understand what are and what are the alternative processes. It is what differentiates a good management from a bad one. We have to try to make them work better and better.

What would you say to a young man who is considering work in public management?

Whenever I talk to younger people – it is to encourage them. Come to understand inside how public management works! If there are a lot of good people with good ideas on the machine, it is more likely to work.
And for new people who are going to enter public administration,. Know that skills such as working with Excel, which were different, are no longer. They will have to be better than those who entered before. And need to have a belt of more complex tools.
